Joint Issue Boards
What are the Joint Issue Boards (JIBs)?
The Sheffield City Region (SCR) Forum has selected some specific areas of activity where it feels that collaboration will make a positive difference; and then identified high profile people with the expertise to drive city region action through a number of Joint Issue Boards and a Special Board.
The priorities for each of the Joint Issue Boards (JIBs) have been identified. In each case, support for the JIBs is provided through a city region Chief Executive with a technical support lead from a lead organisation or local authority. Overall coordination of the JIBs is by the Sheffield City Region Executive Team and periodic progress updates are reported to the Sheffield City Region Forum.
Skills JIB
The Chair of the JIB is Cllr Paul Scriven, Leader of Sheffield City Council and the Chief Executive leads are Phil Coppard, Chief Executive of Barnsley MBC, and Wes Lumley, Chief Executive of Bolsover District Council. The JIB met for the first time on 16 October 2008 and agreed the following priorities:
- The skills needs of the SCR economy - addressing skill shortages and skills gaps in a key sector for the SCR.
- Employer engagement - via a simple and coherent offer to employers.
- The enterprise agenda - raising aspirations amongst young people via an enterprise programme across the SCR.
- The role of local authorities and other public sector bodies in enriching the labour market - developing a benchmark against which to assess such organisations.
Transport JIB
The Chair of the JIB is Cllr Stephen Houghton, Leader of Barnsley MBC, and the Chief Executive Lead is Paul Hart, Managing Director of Doncaster MBC. Dearne Valley Special Board
The Chair of the Board is John Healey MP (Wentworth Constituency) and the Chief Executive lead is from Rotherham MBC.

The Board's priorities are to:
- explore the continued development of the Dearne Valley, as part of a developing agenda around spatial planning across the city region;
- oversee the delivery of an eco-vision to transform the Dearne Valley into the lowest carbon community of its type;
- consider appropriate governance arrangements to ensure effective delivery of the eco-vision.
The work of the following JIBs has now come to an end. The recommendations for priority actions are being taken forward by the relevant organisations.
Destination JIB
The JIB's priorities were to:
- maximize the opportunities for the City Region of the new St Pancras Rail Hub;
- work more effectively on the airports and airlines serving the City Region.
Sheffield City Council is now taking forward work to develop Sheffield and the city region as a principal short break destination.
Innovation and Knowledge Economy JIB
The JIB's priorites were to:
- identify/map the current innovation system in the city region against the emerging framework;
- assess linkages between the two Regional Innovation Strategies highlighting similarities and differences;
- identify gaps in the system;
- identify areas where activity at city region level adds value;
- produce an Action Plan to take forward the 2007 SCR Knowledge Economy Report by The Work Foundation.
The JIB met for the last time in December 2008 and agreed an action plan which is to be taken forward by Creative Sheffield in the first instance.
Residential Offer JIB
The JIB's priorities were to:
- address affordability as it affects the SCR economy;
- formulate spatial priorities for the SCR based on a comprehensive understanding of housing market issues across the SCR;
- create diversity in type and tenure, increasing choice of innovative, well designed sustainable and greener housing, improving the public realm and creating safe attractive neighbourhoods.
Transform South Yorkshire (TSY) is now taking forward the delivery of the Housing Multi Area Agreement (MAA) for South Yorkshire and development of a high level 20-year vision for housing acrosss the SCR.
